Santiago Cardona Sotomonte

Santiago is an attorney from Universidad del Rosario, with a concentration in Urban Management and Private Law. His practice is characterized by an interdisciplinary approach, with particular interest in administrative law, technology law, and the design and analysis of public policy, as well as in the interaction between law and social and territorial contexts.
He has actively participated in academic and applied research settings. He was a member of the Public Actions Group (Grupo de Acciones Públicas – GAP), where he contributed to drafting legal opinions, monitoring judicial decisions, and analyzing legislative bills on matters of public interest. He also served as a teaching assistant for the courses on Political Constitution and Civic Education, supporting training processes through the development of legal content.
In his professional experience, Santiago has worked in legal consulting, strategic litigation, and regulatory analysis. He was part of the Colombian Association of Capital Cities (Asociación Colombiana de Ciudades Capitales – Asocapitales), where he participated in drafting legal opinions and reviewing legislative initiatives with institutional impact. He also has international experience as an intern with the Pro Bono Network of the Americas and has participated in developing legal education initiatives in law and technology.
